The Importance of Being an Active Taxpayer (Filer)

In Pakistan, the Federal Board of Revenue (FBR) maintains an Active Taxpayer List (ATL). An "Active Taxpayer" (commonly called a Filer) is an individual or business that has successfully filed their annual income tax return for the most recent tax year.

To force compliance, the government has introduced extreme financial penalties for those who do not file (Non-Filers).

Benefits of Being a Filer (On the ATL)

Being on the ATL saves you hundreds of thousands of rupees annually through halved withholding taxes. Key benefits include:

  • Banking Transactions: Filers pay significantly lower taxes on cash withdrawals and profit on debt (bank interest).
  • Property Transactions: Filers pay standard rates (e.g., 3%) when buying property, whereas non-filers can pay up to 12% to 20%.
  • Vehicle Purchase: Non-filers are completely barred from purchasing zero-meter (new) cars above a certain engine capacity, while filers face no such restrictions and pay much lower registration taxes.
  • Dividends & Capital Gains: Lower tax rates on stock market investments and mutual fund profits.

Penalties for Non-Filers

If you are not on the ATL, you face severe financial and legal hurdles:

  • Double/Triple Taxes: Non-filers pay double, and in some cases (like property), up to triple the withholding tax rates.
  • Sim Blockage: The FBR has the legal authority to block the mobile SIM cards and disconnect the electricity/gas connections of non-filers.
  • Foreign Travel Restrictions: Under recent Finance Acts, chronic non-filers can be barred from international travel.
